This is a call for competition to award a concession contract to an awarding body to develop, deliver & award the Advanced Skills Baccalaureate Wales (Level 3) qualification primarily designed for learners aged 16 to 19 in Wales.
This qualification must be ready for first teaching from 1 September 2023.

II.2.4) Description of the procurement
We wish to award a concession contract for the development, delivery and award of a new level 3 skills based qualification, the Advanced Skills Baccalaureate Wales. On 23 February 2021 we published a notice of our Intention to Restrict the qualification we wish to develop to one form and to secure its development and delivery via a commissioning route. No representations were received and subsequently we intend to restrict this qualification to one form. The Notice of Determination to Restrict is due to be published on 8 June 2021.

Only awarding bodies recognised by Qualifications Wales will be able to deliver this contract therefore interested parties must either already be recognised awarding bodies or achieve recognition by Qualifications Wales within 30 working days from the notification of intention to award a contract.

The estimated value of the contract has been calculated based on the average number of publicly funded certifications over a recent three-year period (2017-2020) for the current qualification. It should be noted that during these years, and at present, the Welsh Government policy of universal adoption has been in place. Such a policy is outside of our remit and therefore, we cannot provide assurance that the same approach will continue. Further information is provided in the background document provided with the invitation to tender on etenderwales.
The estimated total contract value is based upon the restricted approved qualification period of seven years when the successful bidder will have the exclusive right to deliver the Qualification.
