The College of Engineering at Swansea University is applying for funding for an operation titled “ASTUTE 2020” (Advanced Sustainable Manufacturing Technologies) from European Regional Development Funds. It is designed to stimulate growth in Wales by applying advanced engineering technologies to manufacturing challenges. This multi-million pound operation aims to enable projects with manufacturing companies, to generate sustainable, higher value goods and services and bring them to a global market. Subject to a successful funding application, the operation will be led by Swansea University, in collaboration with a number of other Universities across Wales. ASTUTE 2020 is a more concentrated version of the current ASTUTE project that was supported by ERDF funds through the Welsh Government since May 2010 and came to the end of its funding period with the 30th of June 2015.

Swansea University, with funding provided by the European Regional Development Fund (ERDF) via the Welsh European Funding Office (WEFO), is planning to procure a supercomputing capability to the ASTUTE2020 operation, a research program for the economic development of West Wales and the Valleys.

Swansea University has submitted a proposal which includes a budget for High Performance Computing Equipment to WEFO to procure and operate a parallel supercomputer used as a development platform for numerical analysis software.

The High Performance Computing facility will be operated and used by Swansea University in the context of the ASTUTE2020 operation as the lead University partner for Computational Engineering Modelling and may be made available for offsite users across the operation.

This Invitation to Tender comprises an integrated supercomputing facility and its data storage. ASTUTE2020 is to be funded until 30/06/2020; warranty and services included in the tender will consider to this date.

The supercomputing system will be used by multiple users from Swansea University. With the exception of planned and unplanned downtime, the facility will typically be available (with access to both computing capability and data) and in use 24/7 throughout each year of operation. The supercomputing system to be considered will be located at Swansea University Bay Campus.

The tender price will include the equipment capital costs, delivery, hardware commissioning, warranty and hardware support over the duration of the project. The resulting computer resource should be optimised for the use of numerical analysis tools, such as the ANSYS software suite, Altair Hyperworks, LS Dyna.

Swansea University, College of Engineering has available an IT server room served by a 300 kW power supply distributed via 32 A sockets, 220 kW generator and a 220 kW UPS, with 220 kW cooling power. The room currently houses 4 x 19 in racks, which are not fully populated.

The simulation codes involve both commercial software and bespoke in-house software developed mainly in C, C++ and FORTRAN. The simulation codes make use of the Message Passing Interface (MPI) and OpenMP, and require a high performance supercomputer network.

Data will be made available to users beyond the end of the contracted period.
