Abstract

Powys County Council, Ceredigion County Council and the Brecon Beacons National Park Authority collectively are the three planning authorities that make up the Mid Wales Region as defined in Future Wales: The National Plan 2040. The Mid Wales Region planning authorities are seeking to undertake a regional approach, led by Powys County Council, to the commissioning of a Strategic Flood Consequence Assessment (SFCA) to inform the forthcoming Strategic Development Plan (SDP), individual Local Development Plans (LDPs) and Local Flood Strategies. The requirement for a SFCA to be undertaken to inform Development Plans is set out in Welsh Government Guidance: Planning Policy Wales (Edition 11), Technical Advice Note 15 and the LDP Manual (Edition 3). The commissioned SFCA will be used to: • Identify all types of current and future flood risk within the Mid Wales Region, • Assess a range of climate change scenarios in settlements with a potential for development, • Identification of areas where flood management schemes could potentially offer betterment to communities at risk of flooding • Inform plan options, allocations and policy development. The Final Stage 1 SFCA will need to be completed by 1st November 2022.
