NHS Wales had a requirement for a single provider to be appointed to provide a new Data Quality System and associated products and services. The associated products and services will predominantly be the provision of licences, maintenance, support, training and
consultancy services to allow for the potential development of new modules and development consultancy for the provision of a ‘Data Quality System' to support data quality and reporting activities of individual General Medical Practices (GP practices) in relation to
national and local requirements.

VI.3) Additional information
The Data Quality Solution which was procured in 2014 was designed to help practices improve their data quality and to help underpin the delivery of high quality patient care by being able to interface directly with GP systems. Audit+ provides the same audit capabilities for all practices, and therefore, it is used by all practices within Wales. Audit+ provides a common platform in Wales, which can readily be built upon to provide additional tailored modules produced directly by NWIS, the predecessor of DHCW, to support practices in delivering the emerging GP clinical agenda (and its associated data requirements) in Wales. At present, the solution is also pivotal and intrinsic to supporting the active management of the national pandemic as it provides data for the secondary user for:
- COVID-19 Shielded Patient List identification;
- COVID-19 Vaccination Programme;
- COVID-19 risk stratification of the entire General Practice population in Wales;
- Public Health Wales pandemic disease surveillance systems (COVID-19, flu, measles, mumps etc)
- SAIL for research, COVID-19 modelling etc

VII.2) Information about modifications
VII.2.1) Description of the modifications
Further two (2) year extension to June 2024, to be exercised in annual increments. This follows a previous twelve (12) month extension to 30th June 2022. The two (2) year extension also includes the option to terminate the contract any time after the initial twelve (12) months, without penalty, on the provision of three (3) months’ notice.
VII.2.2) Reasons for modification
Need for additional works, services or supplies by the original contractor/concessionaire
Description of the economic or technical reasons and the inconvenience or duplication of cost preventing a change of contractor:
The procured Audit+ solution with write back capability is so bespoke and embedded within DHCWs’ national product set that it would present significant technical difficulties, inconvenience and disproportionate costs to employ a separate contractor to deliver the existing service and to migrate on to a replacement solution. In addition, the extension is necessary to ensure that continuity of this critical component in the delivery of the emerging clinical agenda (and its associated data requirements) in Wales, whilst also providing GPs with the essential data required to manage the Covid-19 pandemic, while DHCW seeks to review the market and re-procure a new solution.
