Justification for selected award procedure:
The procurement falls outside the scope of application of the Directive
Explanation:
Children with specialist palliative care needs require an individual package of care in a planned, co-ordinated, timely and flexible manner as directed by need. The Health Boards acting as a Consortium require additional services to act as an adjunct to those which they deliver as part of core services in order to support planned and emergency respite and end of life care based with Ty Hafan, a specialist children’s Hospice provider and the only child hospice in South Wales. The service will support children, young people and their families and provide a palliative care experience within the community and home where necessary.
The Health Board is issuing this notice applying a 10 day standstill period prior to award of a three year contract.
