Abstract

The Hwb Torfaen is inviting contractor(s) to tender for the construction work associated with the final phases of a 10-year capital re-development at Woodlands Road Community Centre in Croesyceiliog, likely to take 6-12 months. This includes an extension to include a new cafe, refurbishment of the upstairs community hall including new windows and doors, toilets, backstage refurbishment, and the creation of new training rooms on the ground floor. While the project is a standalone piece of work, it is also a continuation from the first 2 phases of work, and as such, the successful contractor needs to be able to start work immediately (in April/May 2025),, and complete the work to the standard and ascetic of the already completed works and be able to complete within 12 months. This contract is subject to grant funding, while a positive expression of interest has been received, this does not guarantee a final funding award. A final grant award requires a competitive tender, and contractor to be identified who will undertake the works, should funding be achieved. The grant application for capital works totals a maximum of £275000 including VAT, preliminaries and management and contingency. it is estimated the works will cost in the region of £250,000 based on our QS report. A pre-application meeting can be arranged to discuss ways to maximise the value of the capital works while achieving the required outcomes of the grant.

3 Conditions for Participation

3.1

Minimum standards and qualification required

Financial

Applicants must be able to demonstrate sounds financial standing. Copies of the most recent annual accounts mist be provided

Applicants must hold public liability insurance of a minimum of 10M. Copy of insurance documentation for conformation.

Applicants must hold Employers Liability insurance indemnity of a minimum of 10 M. Copy of insurance documentation for conformation.

Applicants must hold professional indemnity insurance for a minimum of £2.5M. Copy of insurance documentation for conformation.

Experience

Provide examples of 3 contracts you have successfully delivered in the last 5 years that show experience of a community build.

Management

Detail the management structure and procedures implemented to deliver one of the examples from the last two questions to the required quality standards, dates and cost. Provide copies of any accreditations held such as ISO 9001 UK

Health and Safety

Provide details of membership of an SSIP accredited Health and Safety assessment scheme. (Membership certificate)

Explain how you manage health and safety on live and operational constructions sites. Include details of procedures, competences for site management staff, details, and qualification of person with overall responsibilities,

Environmental

Detail your environment policy, include how you use local contractors and materials where possible. Detail how you reduce your carbon footprint and environmental impact. Copies of environmental policy required.
