A direct award is necessary due to the ongoing shortage of accredited clinical coders and the urgent need to maintain statutory coding completeness. The chosen framework supplier is the only provider able to supply suitably qualified coders at the required volume and speed, ensuring continuity of essential clinical coding services without further delay. This avoids operational risk, supports mandatory reporting, and represents the most efficient and compliant route available.
