Abstract

Powys County Council’s (The Council) Environmental Health service (the Service) are responsible for monitoring and managing a number of landfill sites within the County of Powys, Mid Wales. Nantmel Landfill site is situated in the community of Nantmel, Llandrindod Wells, Powys, Wales. The landfill, which was active between circa 1965 and 1992, was used for the disposal of municipal waste and was operated by Radnorshire District Council / PCC. It is understood that the site is not managed under a Waste Management Licence or Environmental Permit. However a Trade Effluent discharge consent for the discharge of treated effluent to a surface water drain feeding the Nant-y-Mynach Stream has been granted. Leachate generated within the landfill is actively managed via a leachate treatment system, which is based on an aerated lagoon and engineered wetland designed to reduce biochemical oxidation demand (BOD), ammonium and dissolved iron. The treatment system is in a poor state of repair and is often overwhelmed by the volumes of leachate collecting in the lagoon, with a secondary storage lagoon (the Top Lagoon) used to hold excess leachate during periods of high leachate inflow, typically during winter months. Despite the current condition of the leachate treatment system there have been no significant exceedances of the discharge consent criteria at the specified final effluent sample location. The proposed works are intended to upgrade and refurb the existing leachate treatment system . It has been determined that a cost effective and pragmatic approach; utilising existing infrastructure where possible and/or relying on similar technology options i.e. lagoon aeration, reed beds, etc. These interventions are designed to improve treatment performance; reducing O&M, making O&M safer and improving the systems reliability to ensure water discharging into the Nant-Y-Mynach stream satisfies the chemical quality criteria specified in the discharge consent.
