Cardiff Council, in partnership with the Vale of Glamorgan Council, intends to commission a range of housing and support services for male victims of domestic abuse and sexual violence across the region during the coming months, subject to the current Covid-19 pandemic restrictions being lifted.
It is proposed that there will be one contract for Accommodation and Support services across Cardiff and the Vale of Glamorgan region. This will be delivered by either a single provider, a lead provider with sub-contractors or a consortium. It is intended that the services will include, but may not be limited to the provision of advice; information and signposting; management of Police referrals; supported accommodation; floating support, including assistance throughout court proceedings and therapeutic support.

II.2.4) Description of the procurement

It is proposed that the contract duration will be for an initial fixed period of 3 years with the option to extend, provided that the contract term does not exceed 7 years in total. At present it is expected that the whole life value of the contract will not exceed 658,000.00 GBP. However, it is intended that the contract will include the ability to amend the terms should funding decrease or following a change in legislation or demand.
It is proposed that the service being commissioned will include a 24-hour refuge for single men, a number of dispersed units and specialised floating support services.
We would like to encourage a collaborative approach between providers and will offer information and advice about how we envisage this can be achieved over the next few months, details of which will be attached to this Prior Information Notice.
The Council reserves the right, given the current COVID-19 situation, to not proceed with the commissioning of these services if circumstances change whether these are Local, Regional or National requirements.
