Abstract

All Welsh Public Sector bodies report to the Welsh Government on an annual basis their overall carbon emissions in the form of an annual return. It is an iterative process with the process being reviewed and improvements made before the next reporting process begins. The Welsh Government also needs to analyse all the current submissions to define the size of the overall public sector problem, identify key areas of concern and report back to all bodies involved to begin developing action plans to reduce their emissions. Due to high level of technical knowledge involved in the reporting process, external expert consultants are required with a good knowledge of carbon emissions reporting to quickly analyse, report and make recommendations to Welsh Government based on data submitted by public sector bodies. Based on results and stakeholder feedback, consultants should also modify/improve and issue revised reporting process including updating of spreadsheets, guidance and calculations/emission factors for the next reporting cycle.
