Abstract

The client is awarding a 4 year contract for the Evaluation of the Basic Income Pilot via the Crown Commercial Services Research & Insights Dynamic Purchasing System RM6126. The contract has been awarded to Cardiff University and this evaluation will consider what difference the Basic Income has made to the lives of care experienced young people. The contract will contribute to any decisions regarding future implementation and will contribute to the international UBI evidence base. The main evaluation question will be ‘Has the Basic Income pilot worked?’ If so, how; why; for whom; and at what cost? The evaluation will pull together process, impact and value-for-money elements, drawing on both quantitative and qualitative methods.
