Description of the goods or services required

The NHS Executive was established in April 2023 and is hosted by Public Health Wales NHS Trust. Phase 2 of the set-up of the NHS Executive is due to be delivered in April 2024 and this will involve internal movement of Improvement Cymru to the NHS Executive and additional programmes and teams transferring in from outside Public Health Wales NHS Trust. There is a need for Finance and Accountancy consultancy, advice and facilitation to deliver the transition of Finance processes, along with supporting the delivery and completion of the 2023-24 Annual Report and Accounts for the Trust.

The aim of the work is as follows:

1. To provide consultancy and advice and facilitate the additional set up and transfer of finance processes for the NHS Executive. This includes advising on the hosting relationship arrangements.

2. Provide advice and support on the delivery and completion of the 2023-24 Annual Report and Accounts for Public Health Wales.

Public Health Wales recognises the importance of the Welsh language to the communities it serves. Consequently, responses to an invitation to quote or tender will be accepted in Welsh as well as English. However, please note that tender responses submitted only in Welsh will be translated by the Health Board into English before consideration. Those involved in translating the document will be barred from taking decisions on awarding tenders

The tender will be awarded to the most economically advantageous tender based on 70% quality and 30%

cost as detailed in the ITT document.
