Abstract

AC-NMW require the help of a specialist organisation or freelancer/individual to conduct an inclusive access review at each museum so that we can maximise access solutions working from the principles of the social model of disability, into a programme of improvements for the short, medium and long term. Inclusion and participation are key priorities for the museum and we need to significantly improve accessibility for the long term for all. The access review should consider all aspects of access - physical, sensory, communicational and intellectual- and respond to the challenges presented by the Amgueddfa Cymru estate, as the majority of our buildings are listed and/or historical buildings. The access review should cover front facing and back of house areas of the organisation. 1.1 Our goal: We wish to use this procurement to establish a baseline across all our museum sites, provide costed and phased recommendations to focus where we can make significant improvements with our access and inclusion needs; and embed working from the social model of disability into all future developments with the design of our services and spaces. We want an inclusive and accessible environment for all our users where we can better facilitate visitors’ self-directed independent and group experiences identify gallery areas and other museum spaces where accessible self-directed engagement can be enhanced. We also want to ensure we create an inclusive and accessible working environment for all staff and volunteers. The access review reports should be costed and phased to provide clear route maps for the short, medium and long term.

AC-NMW require expert advice and support in access and inclusive design to enable us to provide inclusive, diverse and accessible services and spaces.

The overarching deliverables are:

1. Identify current issues and provide a costed access review report for each museum which:

• Meets legal, statutory and best practice standards of access and inclusive design and identify where we can exceed these, going beyond the ‘required reasonable adjustments’ as specified in the Equalities Act 2021’

• Collaborates with communities when establishing access recommendations, priorities and solutions, and works from the social model of disability.

• Embeds key principles of inclusive access best practice.

2. Provides a strategic approach to improving and managing access enhancements through a costed and phased Access Delivery Plan.

3. Provide recommendations that respond to the challenges of the Widening Engagement Reports (published on our website – see appendix 1 link) and the action plan when it is produced in the autumn.

4. Report short term ‘quick win’ opportunities for improvement and ongoing dialogue with users, to AC-NMW on a regular basis throughout the review.

5. Apply agile project methodology with regular reporting to enable us to respond quickly to any access/inclusive design improvement opportunities in the 21/22 financial year. Any recommendations provided should be feasible in relation to planning / listed building status.

6. Provide a framework and outline structure of what should be included in AC-NMW’s long term Inclusive Access planning for short, medium and long-term delivery.
