Abstract
In October 2020, Merthyr Tydfil County Borough Council formally adopted the Merthyr Tydfil Strategy Valley Hub: Placemaking Plan 2020 – 2035. Through the delivery of the Plan a number of strategic, enterprise, digital and operational projects are being identified, developed and delivered.
It is a corporate priority for the Council to communicate all of the positive news stories aligned to the delivery of the Town Centre Placemaking Plan and this commission is imperative in order for the Council to achieve maximum engagement with its stakeholders and the public.
There are a wide range of projects in development and delivery, with many more planned for the coming years. This Marketing and Communications Strategy will provide the detail on how the Council can communicate key messages, share information from its stakeholders and promote the Town Centre through an identified brand and a wide range of techniques to achieve the greatest impact.
It is essential that the Marketing and Communications Strategy is developed simultaneously to the implementation of the delivery plan. Early identification of key stories and messages will be required from the appointment of consultants, to ensure full engagement for the duration of the commission.

Total quantity or scope of tender
The appointed consultants will be required to undertake the following to support the creation of the Marketing and Communications Strategy:
- To create a high-level Marketing and Communications Strategy for delivery over an initial 6 month period and subsequently an 18 month period.
- To review existing brands for Merthyr Tydfil Town Centre that can be re-launched, for which the Council can use to promote any opportunities within the Town Centre.
- To market the Town Centre highlighting all opportunities that have been or are in development, and identify plans for any future opportunities.
- To deliver a 6 month communications programme to include projects delivered by the Council, its partners and key stakeholders.
- To engage with key stakeholders such as the BID, Merthyr Tydfil Leisure Trust and St. Tydfils Shopping Centre to obtain knowledge on their Marketing Strategies and future aspirations in relation to event management and delivery to feed into the Council’s Strategy.
- To identify new, innovative and exciting ways to communicate and promote Town Centre programmes and projects through a wide range of means.
- To identify common observations and comments from the public providing effective responses where appropriate and applicable.
- To create a visual ‘investment map’.
- To include within the Strategy a legacy plan, identifying how Merthyr Tydfil CBC can continue to promote, market and communicate effectively following completion of the commission.
