Abstract

The Council’s intention is to enter into a Framework Agreement with 1 Provider. Only the first ranked supplier will be awarded a place on this framework agreement, therefore any “Call-Off” will be given to the awarded tenderer. The annual carriageway resurfacing programme is expected to consist of approximately >10 linear kilometres of surface treatment works spread across the county. These sites could be located anywhere within the County Borough from Pontardulais in the West, to Birchgrove / Llansamlet in the East and Mawr in the North to the Gower Peninsula in the South. The Contractor is expected to lay HAPAS approved thin surfacing materials, unless alternatives are approved by the Planned Maintenance leader. The annual programme of works will determined by March each year and then issued to the Contractor for an early start in April. Individual schemes will be issued via Orders, the format of which is included in the Specification document. Work is expected to total approximately £500,000 per annum; however, turnover and scope is not guaranteed and is subject to change based upon reactive requirements. Bituminous surfacing materials shall be produced in plants that are registered to the BS EN ISO 9001: 2000 ‘Sector Scheme for the Production of Asphalt Mixes’. 3 Conditions for Participation

3.1

Minimum standards and qualification required

The Council’s intention is to enter into a Framework Agreement with 1 Provider.

Only the first ranked supplier will be awarded a place on this framework agreement, therefore any “Call-Off” will be given to the awarded tenderer.

All the schemes will be presented to the Contractor at the start of the Financial Year and the Contractor is expected to walk through each scheme and provide an estimate of the costs and detailed Traffic Management proposals.

The Specification referred to in the Tender shall be the 'Specification for Highway Works', published by The Stationary Office, March 1998, and subsequent amendments as Volume 1 of the Manual of Contract Documents for Highway Works
