Abstract

Swansea Council are planning to undertake the redevelopment of the Laboratory Building, at Hafod Copperworks with an appointed multi-disciplinary Design team. The refurbishment of the Grade II listed building will create further regeneration opportunities for the area. Due to the buildings Listed status, and historical importance, Swansea Council are seeking a Principal Contractor with suitable heritage experience to undertake these works. The proposed works will be to deliver the refurbishment of a Grade 2 Listed Building, to a weather tight shell and core standard as set out in the RIBA Stage 4 designs. The refurbishment/restoration shell and core works will include some of the following: • Repair of existing building elements, in particular external walls • New ground floor slab and waterproofing to existing retaining walls • Construction of a new Welsh slate pitched roof on a new timber frame roof structure; new flat roof with accessible balcony at the upper floor level • Construction of a new timber joisted upper floors within the building (incorporating holes for potential future service risers, extract vents and lifts) • Provision of new external doors and windows and louvres • Providing level access to the building so that the building can be accessible to all via a new entrance ramp and steps • Provide temporary internal stair access for access to all levels of the building • Making allowance for future services to allow for potential use of the building • Provide background heating and ventilation to prevent potential for condensation, frost, mould etc., • Removal of some existing internal walls to provide a shell for future occupation / use • Underground drainage and incoming services It is expected for the ground to contain archaeological features and contamination from historical use of the site. The building has recently undergone emergency stabilisation works, to avoid the risk of collapse. This entailed the provision of new restraints to support existing walls and roof members (scaffolding). Some existing internal walls have been carefully dismantled. The scaffolding will remain in place until restoration/refurbishment works are underway. The contract for this is held directly with Swansea Council and the successful contractor will be expected to manage its safe removal. The proposals have full planning approval / LBC consent and Building regulations consent. The successful contractor will be expected to assist and part manage the remaining conditions with the client team. This is a traditional build contract. Swansea Council has an appointed consultant multi-disciplinary design team, which includes a Project Manager, Cost Consultant, Conservation Architect, Architect, Mechanical and Electrical Engineers, Structural Engineers and CDM. The consultant team will remain contracted to Swansea Council and not novated to the successful contractor. Swansea Council has their own Client Project Management Team. There is an on-site contractor currently undertaking restoration to the neighbouring buildings. Site access will be via a separate entrance; delivery/materials access will be available through the adjacent Copperworks development. Access must be made with agreement from the current occupier of the site. Access as per drawings available in the tender pack (387) GWP 01 XX DR A (90) 0002 P02 and 0003 P02. At the time of this correspondence, the Laboratory Building redevelopment project is awaiting identification of funding. Therefore tendering this contract will be done so on the basis of a contract award being subject to funding being available.
