Abstract
In 2015 Welsh Government commissioned Professor Graham Donaldson to conduct an independent review into curriculum and assessment arrangements in Wales . All the recommendations made within the review were accepted by Welsh Government. Consequently, Welsh Government have embarked upon a programme of educational reform which includes the development of a new national curriculum for learners aged 3-16 in Wales.
The new curriculum for Wales will have implications for the qualifications that are commissioned, developed and approved for learners in Wales at age 16. Therefore, new GCSE-level qualifications will need to be developed over the next few years that are aligned with and supportive of the content and ethos of the new curriculum.
We are seeking the services of a small group of assessment and curriculum experts to:
• help develop a strategic vision and approach to the qualifications taken by learners in Wales at 16
• consider the implications of the new qualifications on teaching, learning and curriculum design in secondary schools
• help develop proposals for the new set of GCSE-level qualifications in terms of their purposes, design and assessment principles prior to running a public consultation on these proposals in Autumn 2019.

We anticipate that the time commitment for this work will be up to 10 days between March and September 2019, with the possibility (but no guarantee) of additional days. Further details are set out in the additional documents attached.

3 Conditions for Participation
|
3.1
|
Minimum standards and qualification required
We are seeking a small group of assessment and curriculum experts to provide expert advice on the overarching strategic vision and approach to developing new GCSE-level qualifications in Wales. Drawing on their experience in the field of educational assessment and/or curriculum design, we expect the experts to:
• Attend monthly assessment and curriculum meetings at the Qualifications Wales office
• conduct up to a days preparatory work before each meeting;
• contribute actively and constructively during the meetings;
• provide high quality, specialist and technical advice and input into proposals.
We require applicants to commit to monthly one-day meetings at Qualifications Wales’ office from March 2019 until July 2019. From this point we will then review the group’s functions, next steps and commitments.
