Abstract

CWM Environmental (“The Purchaser”) is seeking to procure a turnkey contract for the design, supply, construction, installation, testing and commissioning of a material recovery facility (MRF) (the “Plant”). The Plant shall be capable of processing 20,000 tonnes per annum of kerbside collected Dry Mixed Recyclables (“Household DMR”), and 6,000 tonnes per annum of Commercial and Industrial recyclables (“C&I DMR”). The MRF shall be installed within an existing newly constructed building envelope (“the Facility”), supplied by The Purchaser and will be located at the Purchaser’s waste management site in Carmarthenshire, South Wales, SA32 8BG. CWM is responsible for processing both household and household-like C&I DMR arising within Carmarthenshire and neighbouring counties. DMR is currently received co-mingled and requires sorting into its component parts suitable for further recycling. In the future Carmarthenshire County Council will switch to a source-segregated collection of DMR, at which time the plant will switch to process smaller volumes of co-mingled material received from multi-occupancy buildings and neighbouring counties, alongside a mix of plastic containers, plastic film, metal containers and aseptic containers (such as Tetra Pak). Paper, card and other pre-separated materials will require baling only, with an option to process if required.
