Abstract

Framework Agreement Supply & Install Stair lifts,Life Time Maintenance & Guarantee Council & Private The City and County of Swansea has a requirement for the acquisition of all internal stair lifts to allow those individuals who meet the necessary criteria to be assisted in retaining their independence, and to contribute to the individual remaining within their property and in the community. The Contracting Authority has a requirement for the provision of: Straight and Curved Track Stair Lifts (compliant with BS EN 81-40:2020 or equivalent) The requirement calls for the provision of an appropriate stair lifts where for a single payment, the successful tenderer will install, provide a fully comprehensive warranty both in parts and labour for the lifetime of the user, which will include service in accordance with the manufacturer’s guidelines, and a breakdown service that will respond on the same day, and to emergencies within 2 hours, 365 days a year. Once the need for the lift has expired, the successful provider will be required to remove the stair lift under the single payment. The annual contract spend for this service is likely to be in the region of £200,000, and it is proposed that the Authority will initially enter into a three year agreement, with an option to extend for a further one year. The Contracting Authority is acting as agent for the Service Users who are in receipt of a grant for the Equipment and the Services.

Total quantity or scope of tender

Stair lifts shall be ordered and installed on a case by case basis as needs arise. When a stair lift is required the Company shall be contacted by the Council to arrange a site visit to the user’s premises. The Company shall review the site, sometimes in conjunction with the Council’s Representative, to provide advice on the most suitable type/configuration of stair lift. Attendance at site shall be at the Company’s own cost, even where no order results from the visit. Work on each stairlift installation must be completed within one week from the commencement of the work on that dwelling. The Contractor is to arrange his schedule of works/programme so that no dwelling is to be left in an unfinished state during the Construction Holiday Period.

3 Conditions for Participation

3.1

Minimum standards and qualification required

In the first instance the first ranked Framework Contractor will be awarded the contract, if the first ranked Framework Contractor selected is unable or unwilling to perform the works the Employer will go to the Framework Contractor which has submitted the next most economically advantageous tender, and so on.

It is intended to direct award based on ranking for the vast majority of requirements however the Employer reserves the right to run a further competition inviting all Framework Contractors on the framework  at any time during the duration of the framework irrespective of the value of the call off.   The Employer shall invite all appointed Framework Contractors to participate in the mini competition.  All mini competition’s will be conducted using 100% price.

The Authority may choose to award the contract to more than one supplier subject to evaluation of the tenders received.

The Company’s staff may be working with vulnerable adults. As such, the Council requires that all of the Company’s staff including agency or temporary staff, who are engaged in installing lifts to have had a standard DBS check prior to commencing work on this Contract.
