The Northern Ireland Assembly Commission require external support for Printing of key Plenary (Parliamentary) and some Corporate publications that are needed in a printed format i.e. Assembly Bills and their associated documents, Official Report (Hansard) Bound Volumes, Resource Accounts, Assembly Members Pension Scheme Information etc. During the period of this 2 year contract it is anticipated that the print requirements will continue to evolve and may reduce further. This will be driven by the Assembly's ‘Digital First' strategy, other corporate strategies and other in-house technological advances.

Lots:
In line with the PCR 2015, Regulation 46, the NIAC has considered dividing this contract into lots. The decision have been taken not to do so based on the estimated value of this contract over its life of two years and its accessibility and attractiveness to SMEs. It was also considered that by splitting this contract into lots, the costs to the public purse may increase and therefore not represent value for money.

Lodging of appeals
The NI Assembly Commission will incorporate a standstill period at the point when information on the award of the contract is communicated to tenderers. That notification will provide full information on the award decision. The standstill period, which will be for a minimum of 10 calendar days, provides time for unsuccessful tenderers to challenge the award decision before the contract is entered into. The Public Contracts Regulations 2015 provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland).
