Abstract

The Council is seeking a management operator for its 3 leisure centres: the Nene Centre in Thrapston which includes swimming, fitness and other dry side facilities; the Pemberton Centre in Rushden which has a range of fitness and other dry-side facilities and Splash Leisure Pool in Rushden. The new operator will also be required to create a sport and physical outreach service which will enable sports and physical activity opportunities in parts of the District that are not easily accessible to the leisure centres.

The successful operator will be required to take on full asset management and life-cycle responsibilities for the leisure centres.

The contract requires the operator to deliver the Council's priority outcomes for its Sport and Physical Activity services which are:

— High levels of participation in sport and physical activity for the population as a whole.

— Engaging with communities to expand the number of people involved and to increase the frequency with which they participate in physical activity in the Council's priority Areas/Wards/Parishes.

— Working in partnership to target, engage and improve participation by specific target groups across the District.

The Council is considering replacing leisure facilities during the duration of the contract and therefore the Operator is required to provide the Council with professional advice on potential sport and leisure facility improvements.

In the event that the Council changes the configuration of the facilities during the contract period, a variation to the contract will be negotiated and may result in the contract being extended by up to 5 years.

The ambition is for a single integrated service and so the procurement will not be offered in lots.

The services generate 2 500 000 GBP per annum and are currently subsidised by the Council through a management fee to the existing operator of 175 000 GBP per annum.
