Abstract

This Prior Information Notice is a call for competition in accordance with Directive 2014/24/EU of the European Parliament and of the Council Article 48(2).

Cambridgeshire Community Services NHS Trust, the Contracting Authority, is looking to award a framework for an iCaSH Clinical Laboratory Diagnostic Service.

The framework with identify a provider who shall provide a comprehensive clinical laboratory diagnostic service within an overall system of resilient pathology service provision that must, but not limited to, provide:

— Meet the service needs of the designated contraception and sexual health services;

— Act as an enabler for the delivery of clinical services across iCaSH;

— Improve overall user and patient experience and optimise the patient journey; and

— Improve clinical outcomes and streamline clinical pathways;

— Clinical laboratory diagnostic services including:

(i) Haematology;

(ii) Biochemistry;

(iii) Virology;

(iv) Microbiology including bacteriology;

(v) Immunology;

(vi) Cytology with HPV testing where indicated, as per National Cervical Screening Programme guidelines;

(vii) Histopathology.

Cambridgeshire Community Services NHS Trust, the Contracting Authority, wishes to establish a Framework Agreement for iCaSH Clinical Laboratory Diagnostic Service. The Framework Agreement will 1stly be utilised by the Contracting Authority.

However, it will also be available to use by UK public sector bodies identified at II.2) (and any future successors to these organisations), which include Central Government Departments and their Arm's Length Authorities and Agencies, Non Departmental Public Authorities, NHS Authorities and Local Authorities.

Serco ASP is acting on behalf of the Contracting Authority, Cambridgeshire Community Services NHS Trust.

The framework is to 1stly cover the delivery of iCaSH Clinical Laboratory Diagnostic Service to, but not limited to, multiple locations across the East of England.

This framework agreement also allows any NHS, local authority and any partially funded or fully funded public sector entity to benefit from the Framework without a complicated or expensive procurement cycle. However, all requests to access the framework must complete a Framework Access Agreement 1st.

This framework will also be available to other private organisations acting as managing agents or procuring on behalf of the above public sector or public interest bodies with prior written consent from the funding body. This framework will be available to any statutory and other successor organisations to any of the foregoing. The Contracting Authority expressly reserves the right: (i) not to award any contract as a result of the procurement process commenced by publication of this notice; and (ii) to make whatever changes it may see fit to the content and structure of the tendering competition; and in no circumstances will the Contracting Authority be liable for any costs incurred by the candidates. If the Contracting Authority decides to enter into a Framework Agreement with the successful supplier, this does not mean that there is any guarantee of subsequent contracts being awarded. Any expenditure, work or effort undertaken prior to contract award is accordingly a matter solely for the commercial judgement of potential suppliers. Any orders placed under this Framework Agreement will form a separate contract under the scope of this Framework between the supplier and the specific requesting other contracting body. The Contracting Authority and other contracting bodies utilising the Framework reserve the right to use any electronic portal during the life of the agreement.

The value provided is only an estimate. We cannot guarantee to suppliers any business through this framework agreement.

Estimated Time-scales:

Prior information notice call for competition — Closing 14.9.2015;

Pre Qualification Questionnaire (PQQ) — September 2015;

Invitation to Tender (ITT) — October 2015;

Contract Start date — 1.4.2016.

The duration of the framework is initially 36 months (from the contract start date) with an option to extend for a further 12 months.

Pre Qualification Questionnaire (PQQ): It is envisaged that the top 10 highest ranked compliant scoring Pre Qualification Questionnaire submissions will be shortlisted for the Invitation to Tender Stage. However, this will be confirmed when the Pre Qualification Questionnaire is issued.

The Invitation to Tender documents will not be available until after the closing date above. The Invitation to Tender documents will be made available when the request to confirm your continuing interest in the tender and Pre Qualification Questionnaire (PQQ) is sent.

Invitation to Tender (ITT) Award criteria: The most economically advantageous tender as stated within the procurement documents, when issued.

An electronic auction will not be used.
