Unfortunately, the notice only allows for whole numbers so please note that the weightings in Section IV.2.1) Award Criteria should read:

The value of the award has changed considerably from that first advertised. The contract being tendered was for 2 Multi-Academy Trusts with a total of 5 sites between them. The bids submitted have been considered by all 5 and are only considered to be ‘economically advantageous’ for 2 of the 5. This has resulted in the value being significantly lower than the initial estimated total value of the contract.

Lodging of appeals

Bicester Learning Academy and The Mill Academy will incorporate a standstill period at the point information on the award of the contract is communicated to tenderers. That notification will provide full information on the award decision. The standstill period, which will be for a minimum of 10 calendar days, provides time for unsuccessful tenderers to challenge the award decision before the contract is entered into. The Public Contracts Regulations 2015 provide for aggrieved parties who have been harmed or at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland).
