Abstract

DFID is seeking to notify the market of an upcoming evaluation tender opportunity, and to request responses from interested suppliers to a set of questions (below), to assist with definition of the final scope of work before tender launch. Responses should be emailed to A-McGowan@dfid.gov.uk by close of business (17:00 UK time) on Friday 29.1.2016. Programme information DFID is seeking a Supplier to serve as Evaluation Manager under its programme for Investments in Forests and Sustainable Land Use (IFSLU). The Supplier will coordinate a process of evaluation and learning from programme interventions throughout the duration of the contract. Investments in Forests and Sustainable Land Use is a new centrally-managed programme with the broad aim of catalysing increased private investment in sustainable forestry and ‘zero-deforestation’ agriculture. DFID has committed funding of 60 000 000 GBP to an initial phase of the programme, funded from the UK Government's International Climate Fund (ICF). A technical assistance facility led by Palladium International has been established to manage the programme, offering grants and technical assistance to develop and support public-private partnerships over a five year period (November 2015-November 2020). DFID is now seeking an Evaluation Manager to develop and implement an evaluation strategy for Investments in Forests and Sustainable Land Use, focused primarily on the outcome level of the programme and on learning across programme activities. The services will commence in August 2016 and run for a period of 48 months, at a maximum budget of 1 500 000 GBP. Questions for the market DFID has made a draft Terms of Reference for this evaluation available on the DFID Supplier Portal. These Terms of Reference and scope of work may change before launch of the tender, subject to internal Quality Assurance review. DFID would value supplier views in response to the following questions, to assist with definition of final scope of work.
