Abstract

There are 3 types of telephony-related product/service that King's require:

1. Maintenance;

2. Supply;

3. Consultancy.

Maintenance refers to the support of existing and new telephony products that King's operate, and includes on-site engineers; hardware and software maintenance; break/fix; telephony administration; troubleshooting; manufacturer-backed support for bug fixes; software updates; technical advice; project work.

Supply refers to the procurement of telephony hardware, software, and license items, including pre-sales support, quotations, ordering, and delivery.

Consultancy refers to larger, more complex telephony configurations that could include design work; new installations; complex telephony engineering tasks; and other types of work package.

Maintenance and Supply will be awarded to a single supplier, for an initial contract duration of 3 years, extendible to 5 years, and breakable before then should the supplier not meet the requirements.

Consultancy may be awarded to more than 1 supplier, for an initial contract duration of 3 years, extendible to 5 years, and breakable before then should the Supplier not meet the requirements.

Lodging of appeals

The contracting authority will incorporate a minimum 10-calendar-day standstill period at the point information on the award of the contract is communicated to tenders. This period allows unsuccessful tenderers to seek such information as included in the Public Contracts Regulations 2015. If an appeal regarding the award of this contract cannot be resolved, the regulations provide for aggrieved parties to take action in the High Court. Any such action must be taken promptly (generally within 3 months). Where a contract has not been entered into the Court may order the setting aside of the awards decision. If a contract has been entered into, the Court may only award damages.
