Kent County Council (the council) is the largest county council in England covering an area of 3 500 square kilometres. It has an annual expenditure of over 900 000 GBP on goods and services and a population of 1 300 000 GBP.

The Council provides a wide range of personal and strategic services on behalf of its residents, operating in partnership with 12 district council's seven clinical commissioning groups and 289 parish/town councils. The Council has a statutory responsibility for Public Health and procures a number of services, which aim to improve the health of the population and reduce health inequalities across the county.

The contract opportunity

Kent County Council will shortly be inviting tenders to deliver cohorts of programmes for Public Health Practitioners to gain professional registration on the UK Public Health Register (UKPHR) across London.

The programmes are as follows:

— Commentary Writing and Mapping Workshop — This 1 day workshop supports public health practitioners to develop and understand how to form a portfolio of evidence against the UKPHR practitioner standards for registration.

— London — This workshop will take place on the 27.6.2017, in a London based location.

— Fast Track Lock Down days– These 3, 2 day programmes are set over a period of 4 months. This programme supports public health practitioners to produce a portfolio of evidence against the UKPHR practitioner standards for registration. Fast Track Lock Down days are for those Practitioners who have chosen and are eligible for the Fast Track Route to Registration.

— London – 24th and 25th of September, 4th and 5th of September, and 2nd and 3rd October in a location based in London.

— Portfolio Development Group — This is an opportunity for practitioners to have face to face support for their portfolio writing and evidence mapping. They attend 6 1-day programmes over a period of 18 months. They are closed groups, usually containing 8-12 practitioners. The groups will be a mixture of action learning, 1:1 individual support and portfolio writing. Led by a facilitator, the group members will submit their portfolio for assessment and work towards verification within the time-scales set. The dates for programme within both areas will be confirmed in the near future.

Further cohorts will be made available subject to uptake and interest for the programme.

Each of the programmes must be delivered by an accredited UKPHR assessor or an accredited UKPHR verifier (training must be current).

Additional information

In January 2017, a paper was presented to the Association of Directors of Public Health (ADPH) London business meeting which outlined an approach, managed by Kent County Council, to implement a Pan-London Public Health Practitioner Registration Support Scheme. This paper was agreed in principle.

Kent County Council currently hosts the Kent, Surrey and Sussex Practitioner Registration Support Scheme (the Scheme). Established in 2011, this Scheme adopts a regional approach, modelled on the UKPHR public health practitioner standards for identifying and developing the public health practitioner workforce. Furthermore, the Scheme demonstrates regional commitment to ensure a high quality public health practitioner workforce to accepted standards.

Since its inception, the Scheme has supported 70 practitioners to have obtained professional registration with the UK Public Health Register (UKPHR). In addition, more than 60 public health consultants, specialists and senior managers have been trained in using the standards as verifiers, assessors or mentors.

Tendering Process

How to bid for the tender opportunity

Kent County Council's currently runs a Dynamic Purchasing System (DPS) for Public Health Services (notice number: 323771-2014) to allow the Council to buy Public Health Services from a list of approved providers who meet a certain minimum standards and agree to a common set of contractual terms approved providers will then be able to bid for the Council's contracts to deliver Public Health Services.

Only providers who are currently on the Public DPS can receive the tender documentation for the UKPHR Programmes, so if you wish to tender for the opportunity then you must apply and be accepted onto the DPS.

How to join the DPS

Prospective providers who wish to join DPS, must go to the Kent Business portal contract opportunity page by clicking the below link and express an interest in the SS 13 164 Public Health Dynamic Purchasing System.

— A link to the DPS application will be sent via email which you must complete and submit via the Kent Business portal no later than 12:00 noon on Thursday 4.5.2017.

— Submitted DPS applications will be assessed and prospective providers will be notified if they have successful joined the DPS.

— If successful in joining the DPS, prospective providers will automatically be sent a copy of the tender documentation when published (date to be confirmed but by Mid — May 2017).

Already on the DPS

Please note that there is no need to reapply to join the DPS if your organisation is already been successfully admitted to the Public Health Services DPS because you will automatically receive the tender documentation when published (date to be confirmed but by Mid-May 2017).

Already expressed an interest but did not submit a DPS application

Please note that if your organisation has previously expressed an interest in joining the DPS but did not submit a DPS application then please just log into your Kent Business portal supplier account and locate the contract number SS 13 164 Public Health Dynamic Purchasing System to retrieve the application form.
