Focussed primarily on health, Surrey and Borders Partnership NHS Trust, on behalf of NHS Commercial Solutions, as the Contracting Authority is putting in place a collaborative framework agreement for use by UK public sector bodies identified at VI.3 (and any future successors to these organisations), is seeking to procure a framework agreement for the provision of social marketing services to develop activities aimed at changing or maintaining people's behaviour for the benefit of different population groups in different geographical areas.

The service will, as directed by the Procuring Authorities, plan, scope, develop, implement, monitor and evaluate a social marketing service to gain a greater insight into individual and group behaviour and design and implement effective information campaigns and service interventions for specific target groups.

Precise information on deadline(s) for review procedures:

The Authority will incorporate a standstill period at the point of information on the award of the framework agreement is communicated to tenderers. That notification will provide a full information on the award decision. The standstill period which shall be for a minimum of 10 calender days provides time for unsuccessful tenderers to challenge the award decision before the framework agreement is concluded. The Public Contracts Regulations 2015 provide for aggrieved parties who have been harmed or at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland).
