Direct Rail Services Limited (DRSL) has a requirement for the outright purchase of 10 diesel electric locomotives for operation on the UK Rail Network. It is DRSL’s intention to procure the locomotives and potentially a spares package from 1 bidder.
DRSL currently operate a fleet of over 100 locomotives. DRSL are seeking solutions to create benefits and efficiencies to the business in line with DRSL’s fleet strategy of moving to a more homogenous fleet of locomotives to deliver its business requirements.

II.2.4) Description of the procurement
Direct Rail Services Limited (DRSL) has a requirement for the outright purchase of 10 diesel electric locomotives for operation on the UK Rail Network. It is DRSL’s intention to procure the locomotives and potentially a spares package from 1 supplier. This requirement will be further defined in the ITN, and may be determined as an outcome of the negotiation process. At this stage, DRSL anticipates that there are two possible levels of spares provision: Consumables /maintenance spares and strategic /overhaul spares.
