Warwickshire County Council invites applications from suitably experienced service providers for admission to their Dynamic Purchasing System (DPS). The DPS will be used to commission Learning and Organisational Development training by Warwickshire County Council and other participating authorities in question.
The Period of Validity of the DPS will be 7 years (84 months) from commencement.
Warwickshire County Council's current estimated total spend is 7 000 000 (GBP) during this term. This value is provided as an estimate only and is subject to change.

The Council will be using a combination of different mechanisms to secure the most economically advantageous solution for each individual call-off contract awarded via the DPS once it has been established.
The electronic auction is one of these where the Council believes it will achieve the most cost effective solution.

Suppliers accepted onto Warwickshire County Council's Learning and Organisational Development DPS will be offered the opportunity to tender for the delivery/development of a wide range of learning and organisational development interventions to Warwickshire County Council and other participating authorities in question as and when they arise.
The DPS will be divided into lots (as detailed within this Notice) and service providers will need to self-declare their suitability to provide tenders for specified lots in line with the evaluation criteria (see tender documents on CSW Jets) in order to be accepted on to the DPS and to be able to bid for opportunities in the specified lot as they arise.
Service providers who are successful in the application to join the DPS will be notified electronically of opportunities available to provide services in their selected lot to customers. Service providers can choose whether they want to bid for each individual requirement, noting it is not compulsory to bid for every opportunity offered. The lots available under the DPS cover a range of different training specialisms and further detail regarding these can be found within the tender documentation.
It is anticipated that the DPS will run for a period of seven (7) years (84 months) from commencement but contracts let under the DPS can extend beyond this period.
Tender opportunities for available services within individual lots are likely to be offered either via an electronic auction (e-auction) exercise or via a mini-competition exercise which will be awarded on the principle of MEAT (Most Economically Advantageous Tender). The award criteria for each individual opportunity advertised via the DPS will be specified more precisely within the document set which is issued to bidders for the service in question.
The customer will only seek evidence that a service provider meets the requirements which it had to self-declare as part of its application to join the DPS if the service provider is successful in being awarded a contract under the DPS.
