Abstract

M&Y Maintenance and Construction have appointed an experienced service provider for the supply of core materials, van stock management and merchant services delivered via an integrated ICT solution across the North West.

The estimated contract value for year one is c. 2 200 000 GBP based on the current turnover of the organisation. From year 2 of the contract M&Y Maintenance and Construction reserve the right to add the supply of materials in support of other workstreams including but not limited to the supply gas servicing and repair materials and heating installation materials within the contract. Based on the addition of heating and gas servicing materials the estimated spend across the contract will be c. 3 200 000 GBP per annum.

The total value included within the Contract Notice is 44 750 000 GBP across the maximum 10-year term which allows for the future growth aspirations of M&Y Maintenance and Construction during the contract term, including the inclusion of the workstreams detailed above.

M&Y have utilised bespoke terms and conditions, it is intended that the contract will run for an initial term of 5 years, extendable for a further term of up to 5 years.

Procurement for Housing have been appointed by M&Y Maintenance and Construction to facilitate this procurement project.

M&Y Maintenance and Construction incorporated a standstill period at the point information on the award of the contract was communicated to tenderers. That notification provided full information on the award decision. The standstill period, which was for a minimum of 10 calendar days, provided time for unsuccessful tenderers to challenge the award decision before the contract was entered into. The Public Contracts Regulations 2015 (SI 2015 No 102) provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales, and Northern Ireland).
