Section IV: Procedure
IV.1) Description
IV.1.1) Type of procedure
Award of a contract without prior publication of a call for competition
Justification for selected award procedure:
Extreme urgency brought about by events unforeseeable for the contracting authority and in accordance with the strict conditions stated in the Directive
Explanation
The previous supplier for the outsourced warehousing, logistics, and fulfilment services went into administration without warning. This left Ordnance Survey with a risk of failure to fulfil Business to Business (B2B) and Business to Consumer (B2C) activity, thus affecting ability to ensure the continuing supply of products which are fundamental to OS’s business and operations. The administrators could not provide any clear guarantee that a buyer would be found, to continue trading on the contracted basis. Therefore, this led to an urgent need to source an alternative service provider, whom were able to quickly transfer a contingent proportion of stock to their warehouse, to enable a continuation of trading capability on behalf of Ordnance Survey.
