Swansea Council, as part of its More Homes Strategy, is seeking a partner(s) to help deliver a programme of housing development across approximately 30 ‘Housing Revenue Account’ (HRA) sites.
The Council want to engage with potential partners to assess interest in bringing forward the pipeline schemes to:
- Increase the supply of affordable housing within Swansea.
- Deliver a range of tenures that will respond to identified housing need.
- Deliver sustainable, energy efficient homes and achieve good space standards.
- Enable some difficult to develop sites with a low or negative value to be developed by cross-subsidising and developing with other sites
- Deliver wider benefits to communities and open spaces surrounding development sites.
- Create jobs and local investment and encourage the use of local labour and set up training initiatives.
The HRA sites identified for development in partnership are all within the Council’s own land supply.

II.2.4) Description of the procurement
Swansea Council, as part of its More Homes Strategy, is seeking a partner(s) to help deliver a programme of housing development across approximately 30 ‘Housing Revenue Account’ (HRA) sites.
The Council want to engage with potential partners to assess interest in bringing forward the pipeline schemes.
Engagement with potential partners via this PIN will inform a decision about how to take forward these opportunities.
Priority Development Sites
The Council has already carried out some soft market testing and some initial site assessments, and has a selected a group of sites that it would like to prioritise for development.
These are split into short term and medium term phases.
Short Term – 1-4 years
- BM025 – Ty Draw Road/Llanerch Road (55 dwellings)
- CO018 – Penrhos Place (60 dwellings)
- GW023 – Scurlage Monksland (25 dwellings)
- PD033 – Skomer Place/Westdale Road (28 dwellings)
- PD024 – Milford Way (40 dwellings)
- PD032 – Milford Way – Site B (54 dwellings)
Medium Term 4-8 years
- BM020 – Brokesby Road South (40 + dwellings)
- CL006/CL007 – Land at Graigola Road (25 dwellings)
- CL008 – Tanycoed Road (20 dwellings)
These short term sites have the potential to provide around 347 dwellings (of which approximately 61 would be affordable assuming all are LDP policy compliant).
The council would like to explore the potential to maximise the affordable housing on the sites to around 40% across the sites.
Further HRA sites
The Council would also like to seek views on all the HRA sites currently identified as being suitable for possible future development.
The Council has identified 30 potential development sites (including the priority sites above) to be included within the exercise. The sites, which total a gross site area of 64.03 hectares (158.15 acres), are cleared of buildings and are all held on a freehold basis.
They are located within nine Wards across Swansea.

VI.3) Additional information
Swansea Council –wishes to find a partner or partners to deliver mixed tenure housing developments on HRA owned land.
The project(s) could be structured as a partner development arrangement or through a joint venture. If a joint venture structure is adopted, this could take the form of a contractual joint venture arrangement or involve the creation of a joint venture vehicle.
Swansea is considering the most appropriate structure for this project and proposals for the most effective structure are welcomed as part of the market sounding exercise.
The core aspirations for the project(s), and its delivery partner(s) are as follows:
- To review and evaluate proposals to deliver viable and sustainable housing developments.
- The partner or partners may be required to conclude the feasibility, detailed planning, design and obtain all appropriate permissions and secure funding for realisation of the project(s)
- The partner or partners will be required to implement directly or procure the construction and delivery of the developments to practical completion, sell the market homes with the affordable housing being retained by the Council.
- Swansea Council welcomes proposals for the delivery of these core aspirations and welcome comments on these proposals and/or alternative proposals as part of the market-sounding exercise. In particular, as to whether its aspirations are achievable and the opportunities presented by the project are attractive to the market.

The publication of this Prior Information Notice is for information gathering purposes only at this stage and forms part of the market testing initiative. Expressions of interest received will not be scored and will NOT form part of an evaluation process. Tender procedures and documents will be finalised following supplier feedback and issued thereafter.
This exercise will not be used for the purposes of short-listing at a later stage and non-participation will not restrict access to any tender opportunity that might follow from this exercise.
Swansea Council reserves the final right to follow what it considers to be the most appropriate approach to market and will not meet any costs incurred by any party in responding to this exercise. Having considered all representations Swansea Council reserves the right to package the requirement in such a way as to offer the most cost effective, sustainable solution.
The estimated date for publication of the contract notice is subject to change depending on the outcome of this PIN notice and market testing exercise.
