IV.1) Description
IV.1.1) Type of procedure
Award of a contract without prior publication of a call for competition
Justification for selected award procedure:
The works, supplies or services can be provided only by a particular economic operator for the following reason: absence of competition for technical reasons
Explanation
A PIN was issued to carry out an engagement event which included both operational and strategic services for the UK participation in the international charter “Space and Major Disasters”. A mandatory requirement for the provision of the operational service element is that the supplier must own and operate a UK satellite and that they must be willing to supply data free issue in to the Charter. The satellite and data provided must pass rigorous approval checks before becoming approved for charter use. Follow up capability assessments were carried out with all suppliers who registered their interest through the PIN, including assessment of the mandatory elements. This together with wider market research determined that only one supplier (DMCii Airbus) possessed the mandatory capabilities to deliver the operational service provision, whilst a market was recognised for the strategic service element. This resulted in the requirement being split in to 2 lots:
— Operational Services (Lot 1), and
— Strategic Services (Lot 2).
Lot 1 will be direct awarded via SSA, whereas the lot 2 strategic services element is being competed openly via OJEU.
