Extreme urgency brought about by events unforeseeable for the contracting authority and in accordance with the strict conditions stated in the Directive
Explanation
Due to the on-going moves programme across the campus the McCrea Building which forms an essential part must be completed by September 19. In order for this to happen the project must commence on site by the 15th April. Prior to this the design needs to be completed. As a result we must get into contract by the 1st week in March. Therefore in order to deliver this programme a direct appointment was the only viable option.
