The works, supplies or services can be provided only by a particular economic operator for the following reason: absence of competition for technical reasons
Explanation
Belfast City Council is contracted to provide ICT services to the Northern Ireland Housing Executive (NIHE). Rate Relief legislation is new to Northern Ireland, Northgate’s iWorld system has no current integrated Rates Relief Module. NIHE now manage an additional 50 000 ‘owner occupier’ cases from land and property services. A rates relief system is required to remove the manual adjustment of rate relief calculations for payments; the current situation is no longer sustainable.
Northgate Public Services (UK) Ltd own the current software iWorld originally procured and used by NIHE for housing benefit, the rate relief module is a proprietary development required to achieve the correct level of integration.
Northgate will create bespoke functionality/software as part of the iWorld Housing Benefit System to:
• migrate owner occupiers to iWorld and administer them within the housing benefit system;
• calculate Rates Relief.

The development of an owner occupier and rate relief functionality and associated annual support has been awarded to Northgate Public Services (UK) Ltd to achieve the required integration between the exiting housing benefit iWorld software and the new rate relief module.
