Abstract

Project and programme management.

YWS envisage the following to be in-scope of this lot:

— support the preparation of business analyses and technical architecture in making a business case,

— quality assurance,

— to carry out a wide range of survey activities such as site audits, inspections and on-site investigations,

— provide a detailed understanding and knowledge of mechanical and electrical instrumentation, control, automation and telemetry monitoring in order to optimize Yorkshire Waters water and sewage treatment processes,

— provide detailed technical specifications to support maintenance and development of the Yorkshire Water engineering specifications,

— configuration services,

— supervise works on the complete range of operational water and sewage sites.

This includes but is not limited to:

— liaison with operational staff,

— health and safety requirements,

— coordination and management of 3rd party staff.

Site engineering including but not limited to:

— site management and supervision,

— commissioning,

— testing,

— fault finding,

— documentation quality assurance and handover,

— minor installations of equipment on water and sewage sites, including but not limited to the planning, coordination and management of the installation process. Standard equipment includes mechanical and electrical, telemetry, SCADA, PLC’s and LOI’s and water and sewage instrumentation,

— the commissioning of a number of assets on the complete range of water and sewage plant, this will include but not be limited to: planning, coordination, implementation and management of the commissioning process,

— general project management services incorporating CDM activities; principal designer and principal contractor. Includes planning, site management and supervision,

— the managing of best employer value procurement for equipment and services,

— utilize other employer frameworks – i.e. system integration, electrical installation and manufacturer specific frameworks.

Yorkshire Water Services Limited (YWS) are seeking partners to operate on a framework for the provision of technical services through the framework, YWS want to develop strong partnerships to aid with delivery of the following services in support of YW’s business plan objectives:

— engineering — covering instrumentation control and automation and monitoring,

— design,

— surveys — site and desktop,

— consultancy,

— project management including CDM,

— delivery management/supervision,

— site engineering to include:commissioning,testing,fault finding and quality assurance,

— minor installation works,

— device and system configuration.

These services are primarily focused on based maintenance functions to allow delivery of the asset management period business plan and delivery of business funded projects for the installation of new systems that are in alignment with established engineering specification.

This framework is intended for a duration of 4 years (and an option to extend for up to 2 years).
