Justification for selected award procedure:
Extreme urgency brought about by events unforeseeable for the contracting authority and in accordance with the strict conditions stated in the Directive
Explanation
Direct Award in line with Crown Commercial Service's PPN 01/20 (Responding to COVID-19) and referenced Regulation 32 (2) (c) of the Public Contract Regulation 2015.
A tender exercise is currently underway for EUDs through Health Trust Europe's framework, Information Communication Technology Solutions 2019. This procurement is due for award in August 2020 and in order to be compliant with Government guidelines for COVID-19 we have had to make this urgent procurement.
Due to the high demand and short-supply of EUDs in the current marketplace, and the timescales for a competitive procurement exercise being unsuitable, an urgent order with a supplier holding stock of EUDs was placed. The Council currently uses Microsoft Surface Pro devices which our users are familiar with and I&T staff are able to build and deploy quickly. Additionally, these devices meet business needs and are compatible with the Council's wider ICT infrastructure.
