II.1.4) Short description
Under Regulation Reg 33(1)(b)(ii) of the Public Contracts (Scotland) Regulations 2015, a contracting authority may use the negotiated procedure without the prior publication in the case of a public contract, based on the following justification:
Competition is absent for technical reasons (only if it is not caused by artificial narrowing down of the parameters of the procurement and no reasonable alternative or substitute exists).
A bespoke microscope platform, consisting of two independent light paths. This apparatus will be capable of simultaneous two-photon scanned confocal imaging, two-photon holographic light patterning and single photon super resolution high-speed confocal imaging. This integrated two microscope system will be controlled by a single software solution to ensure synchronous control of both microscopes.

VI.3) Additional information
The procurement falls under Reg 33(1)(b)(ii), as we believe that Intelligent Imaging Innovations Ltd. (referred to as 3i and also trading as Intelligent Imaging Innovations, inc.) are the only company able to provide a system capable of simultaneous scanned multi-photon imaging with scanless 3D patterned multi-photon illumination on one microscope in combination with a second spatially uncoupled super-resolution spinning disk confocal microscope, where all three systems are controlled with sub-millisecond precision.
3i are uniquely able to supply the equipment and software capable of fulfilling our requirements.
We require that imaging modalities can be switched in the tens of microseconds timescale, such that illumination light from the lower microscope does not interfere with the sensitive detectors on the upper microscope. Conversely, where interference between upper and lower microscopes is not a problem, the two systems must be able to image simultaneously. 3i have an expertise in synchronising multiple imaging modalities (e.g. point scanning and camera based confocal microscopes) and stimulation modalities with high temporal control, through their proprietary hardware and software solutions.
Our minimum requirements of the goods include supply of holographic light patterning equipment utilising temporal focusing technology to minimise the axial confinement of patterned light to within ~10μm, even when simultaneously stimulating several regions spread across hundreds of micrometres. To the best of our knowledge, 3i are the only company to have a commercial product capable of this standard of photo-stimulation. 3i have an exclusive license to this technology (patented by CNRS, EP3268792A1, Optical System for Shaping the Wavefront of the Electric Field of an Input Light BEAM).
