This framework will support our Members who require aluminium and composite entrance doors and associated products across their property stock. Installation shall be required within a range of property types including, but not limited to, blocks of flats, offices, hospitals, student accommodation and schools.
The main elements covered by this framework will be:
— manufacture, supply and installation of aluminium security doors and frames — (wood/GRP faced door leaf);
— manufacture, supply and installation of aluminium security doors and frames (aluminium modular style door leaf);
— aluminium security doors and frames (wood grain);
— preventative maintenance plans;
— re-installation of existing access control and fire alarm systems;
— emergency responsive repair for doors that are in-operable;
— general works associated with the above.

VII.2) Information about modifications
VII.2.1) Description of the modifications
The current EEM framework for the manufacture and installation of entrance doors was awarded in August 2016 for an initial 4 year term with an expiry date of the 21 August 2020. Due to the continuing imposition of significant business restrictions it is clear that many organisations within this market are temporarily ceasing trade and have indicated they will be unable to submit a response to the tenders.
Due to the current ongoing situation with the Covid-19 outbreak we have called on Regulation 72 (1) (c) to extend this framework for 4 months. We believe this will help businesses continue to deliver services and goods to our Members and reduce the pressure on the supply chain at this critical time. Requesting businesses to complete lengthy and complex tenders over the coming months may divert resources away from supporting the Public Sector; something we wish to avoid.
In addition to the above, EEM seek to generate high levels of competition within the market to ensure the very best value for money for our Members. This is not something we believe can be achieved in the short term as businesses continue to make the difficult decision to reduce their operations and staffing levels. EEM intends to deliver a replacement framework agreement for this current framework agreement as quickly as possible after the initial Covid-19 impact. EEM confirm that the modification does not change the overall nature of the framework and the modification will not exceed 50 % of the original contract value.
VII.2.2) Reasons for modification
Need for modification brought about by circumstances which a diligent contracting authority/entity could not foresee

With the imposition of significant business restrictions it is clear that many organisations within this market are temporarily ceasing trade and have indicated they will be unable to submit a response to the tender. EEM intend to extend the current framework under Regulation 72(1)(c) for a further 4 months. We believe this will help businesses continue to deliver services and goods to our Members and reduce the pressure on the supply chain at this critical time. Requesting businesses to complete lengthy and complex tenders over the coming months may divert resources away from supporting the Public Sector; something we wish to avoid.
