Justification for selected award procedure:
The procurement falls outside the scope of application of the Directive
Explanation:
The Public Resource Management in Somalia (PREMIS) Programme (2016-2022) has continued to support the development of public financial management and domestic revenue mobilisation at various levels (Federal Government of Somalia, Federal Member States of Somalia and in Somaliland). The Programme aims to lay the foundations for a public resource management system in Somalia that will enable the provision of core state functions. The Programme has four components, and support to Establishment of Public Financial Management System in the Federal States of Somalia is one of these.
This contract was originally issued in November 2016 for a period of 42 months. A 12 month extension was agreed until May 2021 in May 2020. FCDO now intends to issue a further 10.5 month extension until 31 March 2022. The primary objective of this time extension is to allow critical work on Public Financial Management in the Federal Member States (especially to support Somalia manage the impact of Covid-19) to continue and enable the full achievements of Programme outputs. This extension will be delivered within a reduced overall contract budget. Unspent funds within the current contract ceiling will be used to finance this time extension.
The extension will seek to:
(i) continue to support Somalia to manage the impacts of the Covid-19 crisis, deliver work which was delayed given the disruption of Covid-19 in 2020, and enable Somalia to stay on track in the debt relief process (under the Heavily Indebted Poor Countries Initiative), which the UK champions.
(ii) allow sufficient time to design and mobilise the successor Programme with minimal or no gap between the two Programmes.
(iii) align this contract end date with the overall Programme end date and provide time for the full delivery of outcomes, given the disruption of 2020. The Programme end date was amended to allow more implementation time to minimise impacts which may be experienced as a result of implementation gap between the current and the successor Programme.
(iv) the amendment will reduce the contract ceiling from GBP 16 989 544.85 to GBP 16 665 884.33.
