Abstract

A framework to provide support for decarbonisation, climate change adaptation and resilience, EU Exit, Covid-19 and Green Recovery workstreams. This consultancy brief is being issued by the Welsh Local Government Association (WLGA) to secure external capacity to assist in the delivery of its decarbonisation, climate change adaptation and mitigation, EU Exit, Covid-19, and Green Recovery workstreams for Welsh Local Government. These are separate workstreams, however they share many common elements. Collectively, these workstreams are referred to as the Transition and Recovery Support Programme (TaRSP). The WLGA does not anticipate that each bidder will possess expertise across all the above workstreams and therefore applications are welcomed in respect of all, or several, or each of the workstreams. We will require the successful bidder(s) to operate on a framework, helping as and when required in the following ways: · Intelligence sharing - identifying and, subject to agreement, developing and delivering materials through a range of appropriate means of engagement (e.g. workshops), that will benefit all LAs in their business continuity, decarbonisation, and green recovery planning. · Short, sharp research commissions – responding as specific issues are identified, to develop material of what works in practice, with case studies as appropriate, that can be shared rapidly with all LAs. · Outcome measurement/evidence base – it is very important that an evidence base is collected to demonstrate organisational and behaviour changes that are being made as a result of information, assistance and support provided. Tenders should identify, in general terms, how feedback will be captured and how ‘change’ would be measured and assessed. · Bilingual service: ensure that materials are made available in bilingual format in accordance with the WLGA’s policies. 8. These goals will be the subject of discussion with WG, LAs and the appointed consultant(s) throughout the period, with revisions as appropriate to take account of changing circumstances, new ideas etc.

Total quantity or scope of tender

As a guide, a budget of between £200k-250k has been allocated for consultancy support up to 03/2022. The proposal should be costed by prospective consultants using their standard rates, but applicants should be prepared to negotiate a total fee for the commission

The WLGA wishes to tender for work to be undertaken during the period from May 2021 to March 2022. The public sector in Wales has a target to be net-carbon zero by 2030. The extension of the framework beyond March 2022 will be dependent on further funding being allocated by WG.

3 Conditions for Participation

3.1

Minimum standards and qualification required

The consultancy contract will be managed on a day-to-day basis by Neville Rookes, Policy Officer. However, the consultancy support will be expected to work as part of a team, ensuring that activities dovetail with and complement other TaRSP -related work being undertaken within the WLGA. To this end, bidders will be expected to commit to frequent and effective dialogue with appropriate WLGA officers throughout the period.

Brief proposals from prospective consultants (no more than five sides of A4 plus appendices) should be made in the following format and include an itemised quotation. There is no set tender document to complete:

· full contact details of the applicant.

· details of the credentials of the consultant or consultancy and of the individual(s) to be involved in the project, specifically identifying the key employees.

· details of relevant experience.

· an explanation of what you can offer in response to the ‘purpose and objectives’ outlined in section B above.

· initial thoughts on the types of material that you believe might be of use to LAs.

· details of potential fee arrangements - for example:

§ an indicative cost breakdown based on undertaking an entire support role throughout the period up to March 2021, or

§ the hourly rates that would apply (for named individuals) to undertake different types of ‘call-off’ work - for research and report writing - and with details of any other relevant activities for which charges would be applied), or

§ indicative cost breakdowns for typical pieces of work, to include administration and other on-costs (for report preparation and production; along with details of any other relevant activities for which charges would be applied – e.g. travel and subsistence)

· a list of local authority and other public sector clients.

· three referees of whom at least one is a local authority and another elsewhere in the public sector.

. Proposals and quotations are to be submitted by invitation only.

. Bidders should inform WLGA of their intention to submit by 4.30p.m. on 30/04/2021 at the latest. The intention to submit a proposal should be notified by email to neville.rookes@wlga.gov.uk.

. Proposals and quotations should be submitted to the WLGA to neville.rookes@wlga.gov.uk by no later than 4.30 p.m. on 17/05/2021

In view of current circumstances and restriction no proposals should be submitted by post.

. The WLGA propose making a selection of consultants based on the proposals and quotations submitted and, if necessary, an interview with short listed applicants. A decision will be made on a combination of:

· the integrity and innovation of the proposed methodology and project plan

· the experience and track record of the applicant

· the availability and capacity of the applicant within the proposed timescale

· cost.

. Short listed applicants will be expected to be available for interview (if required) by Microsoft Teams during week commencing 24/05/2021.

WLGA will decide on the contractual arrangements that will be put in place in light of discussions that take place during the tender process. Options include:

· One consultancy contract to provide overall support in the delivery of the TaRSP.

· A call-off contract with one or more firms to provide support in particular specified areas or as demand arises from member authorities.

· A series of contracts covering distinct work areas that deliver the outputs identified above.
