The works, supplies or services can be provided only by a particular economic operator for the following reason: absence of competition for technical reasons
Explanation
The contracting authority is using the negotiated procedure without prior publication under Regulation 32(2)(b)(ii) and Regulation 32(2) (b)(iii) of the Public Contracts Regulations 2015. In the alternative the contracting authority is relying upon the exemptions from a prior call for competition under Regulation 72(1)(b) as the services cannot for technical and economic reasons be provided by another supplier without causing significant inconvenience to the contracting authority.
