Abstract

As part of our work in influencing on the new Agriculture Act for Wales and the related Sustainable Farming Scheme, WWF Cymru wish to commission a suite of in-depth case studies which focus on regenerative farming and agroecology as an approach. The case studies will need to be presented in the form of 1) Written reports 2) A series of videos 3) A series of audio pieces 4) Accompanying photography. The purpose of creating this suite of content is both to inform our policy and advocacy work as well as to demonstrate what is possible through an agroecology approach to land use to the public and decision makers. The case studies will be used across social media, broadcast, print media, web, directly with stakeholders and supporters amongst other places. We want to demonstrate the potential for agroecology in Wales. There is a need to shift the narrative about sustainable farming solutions/agroecology being too difficult and costly for farmers. We will require the successful candidate to conduct detailed interviews with a variety of farms (poultry, dairy, cattle, sheep, arable) at different farm types (upland, lowland, coastal, small family farms, larger scale farms etc), and develop a number of case studies that capture the journey farmers have already taken towards becoming a regenerative farm, and how they embed agroecological practices across their activities from farm to fork. This should include how they sell their product in the supply chain and any social, cultural, environmental and economic benefits that arise from adopting agroecological practices – including, but not limited to, sustaining the traditional Welsh family farm business model. The questions will be designed to capture the journey of those farmers who have already transitioned to agroecology, identify what support they received to allow them to transition towards more regenerative farming practices, what support they need in the future and to then translate that into what farmers (those who have transitioned to regenerative farming practices and also those who have not yet transitioned) would need now from future Welsh Government support schemes to achieve that transition e.g. the Sustainable Farming Scheme, as well as wider government programmes such as knowledge exchange schemes and the community food strategy (supporting farmers to sell into the local market for example). This content should also include simple explainers for public audiences and seek to inspire farmers across Wales to adopt regenerative practices and embed agroecological principles in their farm to fork activities.

Total quantity or scope of tender

We would like to see breakdown costs per case study for up to 6 locations across Wales covering different farming sectors to include poultry, dairy, cattle, sheep and horticulture (the actual locations will be provided).

The content would also need to provide coverage of a wide variety of natural habitats to include uplands, coastal, peat bogs, rivers, forests etc.

1) A written report to include a series of case studies in interview format with accompanying photography.

2) A series of high-quality videos featuring the story of each case study. 1-minute social media versions plus longer 5–10-minute in-depth versions.

3) A series of short audio pieces from each case study showcasing key elements in their story.

4) A collection of high-quality photographs from each location, which will both complement each story but also provide general coverage of what good looks like for land use, nature and people.

5) Where possible interviews should be conducted both in Welsh and in English, and all videos, written pieces and audio should be bilingual.

3 Conditions for Participation

3.1

Minimum standards and qualification required

In their response, an external partner must be able to demonstrate and evidence:

1. Understanding of the brief and propose options for the approach. Please outline possible time frames and requirements of us in a high-level project plan.

2. Depth and breadth of expertise in this field in the charity /not for profit / NGO and commercial / private sectors. Please include names of recent clients for who you have delivered similar work.

3. A strong team that can provide responsive service – i.e. not key person dependent – continuous service available. Please provide short biographies for all those who would be involved on the project

4. A strong alignment with WWF’s vision and mission with values that respect diversity, equality and inclusivity and evidence of partnership working. Please provide a short statement on this and how you evidence your values in your work.

5. Value for money; competitive pricing for expertise. We need fees to be clear and structured in a flexible way. Please state day / hourly rates and price per project element, ideally with capped fees.

6. Confidentiality and Data protection. Please provide your confidentiality statement and GDPR principles.

7. Diversity, Equality and Inclusivity (DE&I). Please share your approach to DE&I and how you would approach the project in this respect.

8. References. Please provide two referee clients. (We would not approach without your permission).

9. It is our preference that an appointed external partner adopts our standards terms and conditions for engaging with us. These are attached. Please can you state whether or not you would be comfortable with this and whether or not there are any terms which might create difficulty for you.

Q. Are responses to be submitted via email, as opposed to via the Sell2Wales tendering platform?

Q.Other than the need to be no longer than 5 or 6 pages (plus CVs), there is no set format for the proposal? It is up to us to format a response document that includes answers to the all the relevant requirements mentioned in the brief and terms of reference?
A. Yes, no set format.

Q.In order for us to budget could you let us know the level of depth/words/look required in the accompanying written reports

A. There is no word limit exactly but we would need to be in sufficient detail to be able to inform our policy and advocacy work as well as to demonstrate what is possible through an agroecology approach to land use to the public and decision makers. We are looking for the report to cover up to 6 varied case studies in interview format with accompanying photography so as we there are several case studies we are looking for to be around 1500-2000 words but appreciate there will be more to cover on some than others.

Q. I am not a Welsh speaker – my Welsh goes as far as diolch yn fawr and Nodolig Llawen – and that is it.Will you be providing any translation services for the written and spoken word?

A. If you could build in translation costs into the proposal that would be the best way forward. I don’t think you need to be a Welsh speaker yourself to do the project.

Q. Ownership of the content and products. Would they exclusively be a WWF product, or is there scope for shared branding?

A. There is scope for shared branding – we will share WWF conditions/ terms with the winning applicant. WWF would own the copyright.

Q. How much can be included for filming costs.

A. Pitch what you think it realistic with potential options with different costs. This would ideally include a breakdown of costs per case study and a breakdown of the different costs for each element of the case study (e.g. film costs, photography etc). It’s also worth being aware that selection will not be made on just cost alone. We will be taking other considerations into account and what applicants say they can achieve within different timescales for example.

Q. When do you require the final case study products?

A. In terms of time to produce the case studies, for the policy more in-depth written piece, we’d ideally like this by the end of August if possible. On the video, photography and more outward facing content, we would ideally be able to start using some of the content from around June time onwards, but would very much be guided on timescales for all outputs by applicants as to what they think is a reasonable time to produce good quality outputs

Q.Is 20k the maximum budget for this project?

A. We are aware that total costs could be higher due amount of work involved in this project so we ask you to please ensure costs are clearly and realistically broken down per case study so that that we can make an accurate assessment of budget needed. There is potentially for extra budget so the successful candidate will not necessarily be the one with the lowest costs - but one which meets all the assessment criteria.
