Provision of a fully managed service for NAVigational TELeX (NAVTEX), Digital Selective Calling (DSC) and NAVTEX Cloud.
NAVTEX:
The provision of NAVTEX software to continue MCAs commitment for the transmission of all NAVTEX Data.
A fully managed service with 99.999% availability 24x7x365.
A maintenance provision for the repair and replacement of NAVTEX modems.
DSC:
The provision of DSC hardware and software to continue the MCAs commitment for the monitoring of all DSC transmissions.

A maintenance provision for the repair and replacement of DSC modems
NAVTEX Cloud:
The cloud based NAVTEX transmission and monitoring service ensures that the MCA remains compliant with the audit requirements placed on them by the UK Hydrographic Office (UKHO) in relation to NAVTEX information and navigational safety warnings in UK waters.

Justification for selected award procedure:
The procurement falls outside the scope of application of the Directive
Explanation
All operational Coastguards (approximately 350 staff) would require training on new software, which cannot be accommodated at this time. This new contract will replace existing contracts for NAVTEX, DSC and NAVTEX Cloud with a new fully managed service contract, utilising the existing software provided by the incumbent supplier (ICS) for a 12 month period from 1 April 2022. It is MCA’s intention to run a competitive procedure in 2022, including training requirements, for the next incarnation of the NAVTEX managed service. This will allow for HM Coastguard to plan to support the necessary training requirements.
