IV.1) Description

IV.1.1) Type of procedure

Award of a contract without prior publication of a call for competition

Justification for selected award procedure:

Additional deliveries by the original supplier ordered under the strict conditions stated in the Directive

Explanation

An RFQ process was undertaken in the current financial year 2022 - 2023 with three potential suppliers and the Supplier selected was the only one to bid and meet the technical specification for the software function.

The data tool/data modelling is in use with Local Authority’s and GSENZH on an exclusive basis. No other software provides the same functionality.

We intend to award using the PCR's 2015 Reg 32

(5) The negotiated procedure without prior publication may be used for public supply contracts—
