Abstract

Nottingham City Council is implementing a Framework for the provision of privately owned short-term furnished rental accommodation, for use as Emergency Accommodation for vulnerable Households (including those who are Homeless) through a Spot/Advance Purchase or Block Booking arrangement, with payment based on a Nightly Rate. Herein, this is referred to within this specification as Nightly Paid Emergency Accommodation (NPEA).

This framework is split into two Lots:

Lot 1 - Provision for Families with/without dependent children and pregnant females/couples of a total estimated value of £5,815,404 over the 4 years.

Lot 2 - Provision for Single people and couples with no dependent children of a total estimated value of £646,156 over the 4 years.

Total value of the framework is £6,461,560.

Tenderers are invited to submit a tender for inclusion on any one or both of the above Lots.

The Authority may reopen the Framework to seek additional providers who meet the relevant criteria within this ITT at any time during the duration of the Framework in the event that there is a need to do so for operational reasons. The application process for this will be the same as the initial process. Providers who have been awarded framework contracts at the initial stage of the framework need not to reapply.

Preferred Providers will be appointed to and awarded a Framework Agreement(s) for each Lot, which the Authority will use to enter into call-off contracts, as they are required, to meet the Authority’s assessed needs.

Nightly Paid Emergency Accommodation will support the Council in meeting the aims of:

a) Providing safe and suitable immediate shelter to Homeless (or otherwise vulnerable) Households to whom there is a statutory duty to accommodate and which is available for them to occupy for a duration defined by the Council.

b) Ensuring a sufficient supply of Emergency Accommodation whilst reducing the use of inappropriate Emergency Accommodation

c) Preventing Households becoming rough sleepers or returning to rough sleeping

d) Protecting vulnerable Households from harm

e) Facilitating pathways into longer term housing options

f) Providing support to people wherever they are living.

The objective of this framework is to ensure the availability of and access to a defined number of safe and suitable Accommodation Units for the specified duration of each Order.

The expected outcome is that people who are Homeless (or otherwise vulnerable) are provided with accommodation and the Council is able to fulfil its statutory duties.

The framework period is 48 months and the contract is estimated to commence 1 July 2024 and expire 30 June 2028.

These services are classed as residing under the Light Touch Regime and therefore does not meet the threshold of the full Public Contract Regulations 2015 for services and therefore these Regulations do not apply in full. The expenditure value also means that the full Public Contract Regulations 2015 do not apply to this procurement process.
