The works, supplies or services can be provided only by a particular economic operator for the following reason: protection of exclusive rights, including intellectual property rights
Explanation
The effective and timely delivery of WBD Cluster science operations support work requires the use of
hardware (both computing hardware and engineering models of their instrument), software, procedures,
interfaces, detailed instrument knowledge, documentation and operational expertise developed by Sheffield University (who generated the largest part of this) and the University of Iowa from the early 1990s. All of this is Intellectual Property which belongs to these organisations.
