Abstract

Tai Tarian is seeking to appoint contractors (Providers) to a Framework Agreement for Works of Adaptations and Installation of Stairlift Works to support Tai Tarian in the delivery of its capital investment programmes. The Framework Agreement will be split into the following two Lots: Lot 1 – Works of Adaptation (WOA) Works Lot 2 – Installation of Stairlift Works Lots will be awarded on an individual basis and a Tenderer can bid for either one or both Lots. The Framework Agreement shall operate for a period of 4 years. Lot 1 – WOA Works The scope of this Lot comprises of internal and external property adaptations works such as shower/bath aids and adaptations, paths and paving, access facilities, grab rails, handrails and balustrades, plumbing works and associated structural works to Tai Tarian’s tenanted domestic properties as set out in the NHF Schedule of Rates for Planned Maintenance and Property Reinvestment Works (Version 8) and Disabled Adaptation Works (Version 8) included in Appendix 2, and in accordance with Specification (Appendix 1A and 1B). It is anticipated that a maximum of 2 Providers will be appointed as Primary Providers within this Lot, and each Primary Provider will be allocated an Area. It is anticipated that a maximum of 2 Providers will be appointed as Reserve Providers within this Lot, on a ranked order basis i.e. 1st Reserve Provider and 2nd Reserve Provider. Lot 2 – Installation of Stairlift Works The scope of this Lot comprises of installation of stairlifts including straight and curved, to Tai Tarian’s tenanted properties as set out in the NHF Schedule of Rates for Disabled Adaptation Works (Version 8) included in Appendix 2, and in accordance with Specification (Appendix 1B). It is anticipated that a maximum of 3 Providers will be appointed to this Lot.

Title

Description of the goods or services required

Tai Tarian is seeking to appoint contractors (Providers) to a Framework Agreement for Works of Adaptations and Installation of Stairlift Works to support Tai Tarian in the delivery of its capital investment programmes.

Estimated Value

The estimated annual value (excluding VAT) for each Lot is:

Lot 1 – WOA Works

For Year 1 of the Framework Agreement, it is anticipated that the estimated annual value will be 500,000 GBP, with further Years estimated to be 380,000 GBP.

Lot 2 – Installation of Stairlift Works

For Year 1 of the Framework Agreement, it is anticipated that the estimated annual value will be 180,000 GBP, with further Years estimated to be 120,000 GBP.

The estimated whole-life value (excluding VAT) for each Lot is:

Lot 1 – WOA Works – 1,640,000 GBP.

Lot 2 – Installation of Stairlift Works – 540,000 GBP.

Under the terms of this contract the successful supplier(s) will be required to deliver Community Benefits in support of the authority’s economic and social objectives. Accordingly, contract performance conditions may relate in particular to social and environmental considerations. The Community Benefits included in this contract are:

It’s Tai Tarian’s intention that the delivery of the Framework Agreement assists in the achievement of their commitment towards community benefits as outlined in Tai Tarian’s Community Benefits Policy. Therefore, as a minimum requirement, Tenderers will have to agree that community benefits will become part of the Framework Agreement, if a Tenderer does not agree to this, then the Tenderer will be rejected.

It is a contract condition that the Provider delivers community benefits as part of this Framework Agreement.

There are a variety of community benefit obligations outlined in the Framework Agreement and the Provider must agree to deliver one or more.

Tenderers must not outline the community benefit’s they are currently delivering for existing Clients. Tenderers must outline what they propose to offer for Tai Tarian if awarded the Framework Agreement.

Delivery of community benefits through all spend is aligned with the Well-being of Future Generations Act Wales and delivers against its goals.

All community benefit activities must take place within the Neath Port Talbot County Borough.

The buyer considers that this contract is suitable for consortia bidding.
