The London Borough of Tower Hamlets (Tower Hamlets) is seeking to commission an organisation with the specialist skills and resources to provide a Children’s Advocacy and Independent Visitors (IV) Service. This is a single, integrated service.
Advocacy and IV are both statutory services required for all Local Authorities with social services responsibilities. Advocacy and IV services play a vital role in safeguarding children and young people by:
- protecting them from harm and neglect
- helping to empower them so that they can reach their full potential
- upholding their human rights.

The Authority is procuring this contract using the Light Touch Regime under Schedule 3 (Social and other specific services) of the Public Contract Regulations 2015 (the Regulations).
The Contract Period is initially for a period of 3 years although the Authority reserves the right to extend the Contract on the same terms for two further periods of up to 12 months each making a total possible Contract Period of 5 years.
