Abstract

This procurement was conducted in accordance with the direct award process C (Part 2

(9)) of The Health Care Services (Provider Selection Regime) Regulations 2023.

Service in scope. Contains multiple elements under single contract (Mixed Procurement)

Meets test for PSR. Term of existing contract to expire. University Hospitals Plymouth Trust

is satisfying the existing contract and will likely satisfy the proposed contract to a sufficient

standard, operating in collaboration with its specified partners.

The key criteria was equally weighted and prioritised. The provider was assessed against the

5 key criteria on the basis of a narrative assessment completed by the public health team,

taking account of held contract management information, including performance data and

outcome measures. The provider was asked to submit costing and costing forecast. Publicly

held information was used to benchmark cost and service provision. It was also accessed to

evidence inspection reports and relevant actions. Knowledge and experience of working with

the provider was applied to each category. The basic criteria was assessed as met as per

The intention to award decision has been made by Plymouth City Council Cabinet Committee

on 11th March 2024 for a contract with the existing service provider from 1st April 2024 to

31st March 2032 with two options to extend for three years followed by a further two years.

Following publication of this Intention to Award Notice an 8 working day standstill will be

observed in accordance with Part 2 (12) of The Health Care Services (Provider Selection

Regime) Regulations 2023.
